The GPIO pins are not supposed to have 5V on them, pulling to 5V could damage your Pi4. The internal protection diodes on the input will attempt to clamp to less than 5V but the diodes do not last long if abused, they are designed for spikes not continuous current, after that the 3.3V circuitry will be exposed to 5V.

You need to use a level translator, I often use an opto-isolator for low frequency work.

However - two further notes ......

5V Addressable LED's with often work with 3.3V logic even if it isn't in tolerance.

3.3V logic is often in tolerance if the addressable LED is run from a 4.4V supply which can be achieved by using a diode in the 5V supply line to the LED.
