You run 64-bit Bookworm on the Pi4 I see, I think there is no need to change anything. Do not do the suggestion of rpi-update, it updates to experimental kernel, this is not what you want and need. Also the setting w.r.t. GPU you do not need to change. The RPiOS should all do and manage automatically nowadays. gpu_mem is an old setting, not relevant for Bookworm.
The moonlight-client should simply use hardware video decoding (H264 codec I think), that works fine for 1080p videos/content, not bigger. So make sure the PC stream 1080p not 4K.
