Please run below commands to make sure you're on a decent kernel

sudo apt updatesudo apt full-upgrade
post your config.txt as I'm under the impression you're using legacy stuff (all under [all] in your screenshot: rotating the display, starting X, raspicam is deprecated --> that will have to clash ).
Use a fresh OS installation, don't make any changes to config.txt and confirm the problem persists.
