I have seen this sort of thing before, but it's been years since the last time I had to do this.The adapter is capable of handling XC cards. It's not built in, its a USB 3.0 one I bought last year. I even just purchased a 128gb micro sd card for it and it is still giving me the exact same error when I try to write to the card via the pi imager.
In Windows I can format the microsd cards using this adapter and add and remove files to and from it without any issue.
Just because you can format disks in windows in the disk manager and explorer it does not mean there is no issue toth the card. Windows has many idiosyncrasies.
Open windows command prompt with admin rights then use diskpart to remove all volumes and partitions from the card.

Then try burning the is to the SD card with the imager again.
