My first impression is that this is a quite theoretical use-case; h264 1640x1232 30Mbps 1FPS
I use v1 cameras with Pi0,3, almost full-HD, 2Mbps 25FPS. 8 frames is about 320ms, I think latency is about 200ms, others have done better measurements, was same or lower.
I don't know details about codec related latency, but I think a few or 8 frames somehow might build-in or needed for a codec to do its work. Otherwise use a 'non-interframe related' codec, MJPEG or just raw frames more or less.
- There is newer kernel+libcamera, do updates or build from source
- why does it show 16CPUs (and not 4)?
