Your requirements knock out most of the easy options for what you want to do.
  • 10km range - Can't use Wi-Fi
  • Floating on the water (i.e.: not a stable surface) - Point-to-point wireless will keep dropping out
  • Underwater - OK as long as the antenna is above the water (radio waves don't like travelling through water - this is why signals sent to submerged submarines use Ultra-Low Frequencies)
Depending on the exact location you might want to look at using Mobile/Cellular broadband (e.g.: 3G, 4G or 5G) with one of the RPi hats although they can be a bit expensive. Once example is the SIM7600G-H 4G HAT For Raspberry Pi from Waveshare.
