It's Pico versus Pico W. What about firmware (if MicroPython)? Nearby EMI? I'm outta ideas.
Want EMI ?
Put an oscilloscope on let's say a nearby motor, or ... maybe a directly connected servo ...
Also the DC-DC converter can create spikes an ripples on 5V line, which in turn can destabilize the second DC-DC converter (o Pico board). If they get in resonance, they work against each other (like a back-power).

Seriously, I would check everything, zero assumptions. Something very bad is happening there.

And between us, that board should be more protected from Back EMF coming from motors.
