That sounds like a cool and practical project!
IMHO, a "full fat" Pi running Linux would be total overkill....and will probably be too power hungry for your needs. It sounds like a job for a Pico. All that you mention should be well within it's capability.
The pico has a very low power draw, so you should be able to run it for quite a while from the sort of pack that you describe. Most of those things that you describe have probably already been done to some extent on an arduino; so you should be able to use lots of existing code. If you use the Arduino IDE, you can use arduino code with the Pico/Pico 2. Alternatively, it supports Micro Python.

I would then suggest that you get a pico in and have a play. The are very cheap.

As for protecting the device, Obviously, you'll need to something to protect it from the weather. If you look around there are various solutions from complex(read expensive) to simple and cheap. I use domestic outdoor junction boxes to protect Pis from splash on my boat.
