If the power supplies are all good, next thing to check is whether the crystal starts up.

Also, if you did actually see the board appear on USB once, what did you do while it was in that state? did you manage to load any code into it?

If you never loaded code but it sometimes appears on USB and sometimes not, that's most often problems with the crystal failing to start, though slow PSU start-up causing failure to reset can also be a problem - do you have a reset button?

Which crystal did you use?

I was not able to upload anything when I saw it detected.
I dont have reset button, only got boot button.
I'm using the Abracon crystal ABM8-272-T3. Guess I'd need to resolder the crystal, I'm getting 1.5x volts also on the two caps (both at 15p) connected to the crystal. I have them properly placed as captured in the images below. Will try to do over the weekend and advise.
