USD16.99 per Pi isn't what I'd call cheap. Especially when considering the RRP of the original zero (USD5 plus shipping and taxes) and the RRP of a 3B+.
And the switches on that USB hub? They won't trigger a clean/safe OS shutdown, they'll just cut power. That will lead to data loss (anything still in the write cache and not yet written to disc) and OS corruption.
Personally, and assuming you're talking about the original zero and not the zero2W I'd use a bunch of second hand 1B or 1B+ as they'll likely be up to the job and have ethernet on board. Maybe not for a file server, that really needs a 4B for maximum network through put.
As for switching power, consumption is so low that I generally leave my server Pi running 24/7. Even in the (expensive) UK, a zero will cost less to run per year than a single one of those ethernet adapters does to purchase.
