You would pick the one for two bucks less, just because it's 2 bucks cheaper and not care at all that for $2 more you could, if you had/wanted to, upgrade to an nvme you could instead of having to buy a whole new Pi?

For that small price difference it makes no sense to save the $2, except maybe if you simply did not have the $2 right now, and even then you could probably get buy until your next paycheck.

For the businesses buying large quantities of boards, the $2/board savings makes sense. For a one off, it does not.

Not really. You're assuming everyone has the same, or greater budget, for tech that you do. Not everyone does. $2 is likely a trivial expense for many in a developed/western country but outside of that demographic it may be far from trivial.

Oh, and it won't just be $2. It'll almost certainly be $2 plus import duties and taxes.
I still believe most of us tech savvy tinkerers around here would think: "for $2 more I can make this upgradable and not have to buy another Pi". And everyone will agree that vat/taxes on $90 is much higher than the $2 if you have to buy another Pi if you ever decided you wanted an nvme in there.

For a kid saving his paper route money for a Pi, sure, I can see the $2 cheaper being a compelling choice.
A successful tech product that doesn't appeal to the tech savvy seems unlikely to me.

In the case of newspaper delivery, imagine the job requires a bicycle but due to being poor the bicycle has to be rented. The observation is the poor often spend more because they don't have the resources to do something efficiently.

Since an A2 class 256GB SD card costs at least 2 dollars more than an SSD, penny wise and pound foolish would apply to anyone saving 2 dollars by buying a Pi 500 without the m.2 socket.

On the other hand, that's currently the only choice. I'd be surprised if a plus model with m.2 came out for only 2 dollars more.
