Had a look to some led cube documents on the net (*) and all these highly depend on multiplexing.
So I was not very good in estimating the current:
There will be at most 64 LED (one layer) active at a time. The transistors are used to switch on one layer each. Only one layer is active at a time.
Each 23017 will provide current to max 16 LED (again, only one layer is active at most). With max current of 150mA per MCP23017 there are only 4*150 current at most for one layer. Which reduces the current consumption to less than 600mA ( hope I am right; let me know if you disagree !)

When replacing the 2N2222 by N-mosfet, then an addition gate to GND resistor of 20k or more would be useful.
