There is a big range of CM4 kits and I expect the CM5 range will be wider with the PCIe options. While eMMC looks good for reliability in a finished system, it is painful when you are in the development stage. The same if you do not get the maximum size board with every possible connection.

I suggest your first machine for development of multiple projects should be a Pi 5 with max memory and an M.2 adaptor that does not block air flow or connectivity plus can reuse spare 2280 size SSDs.

Set the machine to boot microSD first then NVMe. You can easily jump between the NVMe and a microSD card for each project. You can have a microSD card for every version of each project. The SD card copier makes it really easy to copy between storage media even if different sizes. By the time you are deep in project 7 and need a rush change to project 2, you will appreciate the easier boot/configuration options.

A finished project can then transfer to the cheapest CM5 or CM4 board with the minimum connections, minimum storage, and minimum memory for that project.
