sudo systemctl stop rpi-eeprom-update
sudo systemctl disable rpi-eeprom-update

disabling that service wont do anything to reduce your data plan usage

all its doing is comparing what apt has downloaded, to what is in the spi flash, and scheduling an upgrade at the next boot

so its entirely up to apt to download the new versions, and that is what you would want to stop
