on the bottom side of the PCB, youll find a GLOB_EN test-point
pulling that to ground will hard reset the PMIC
i suspect that would wake (or hard reboot) the entire pi400, and mostly do what you want
but using a different model that doesnt turn itself off might be better
and dont forget to remove the uSD card before opening things up
