The hostname is normally set within Linux. The bootloader has no access to that configuration, therefore network boot will be sending the DHCP request with no or a default name.
Linux then starts and will also make a DHCP request with the hostname, normally getting the same address back as the DHCP server will have cached that allocation. It'll be up to the DHCP server implementation whether it updates the host name for the allocation.

SD card boot, the first thing that makes the DHCP request is Linux, and hence it has the hostname information.
