Yes.
Subject to limitations set by the 3B/4B.
3B will not perform well due to it only having USB2 and to sharing that with ethernet.
4B will perform better as the ethernet is no longer on USB and because it has USB3 but there is only a single PCIe lane between USB controller and SoC.
With either model you will need external power to run more than a single 2.5" drive.
