Behavior is very odd and unpredictable, but I can't find any logs to help me debug it. The display only turns on "sometimes", with no discernable reason. When it doesn't, I can still access the GUI from VNC, but the screen stays black/off.
sounds more like a problem with your display or the displayport adapter! What is that btw. Any data sheet you're able to share?
The Display is an iPad Mini 2/3 Replacement display with the old Abusemark DisplayPort breakout and the DP>HDMI Adapter is "BENFEI" of Amazon. I tried it with a different Adapter from Cable Matters, but the behavior was mostly the same. The display seems to turn on "eventually", which can be after 30 seconds, 30 minutes or 30 hours. It seems to me as if some timing needs to align, some timeout needs to occur or some other silly little flag just isn't tirggering right.
o.k. so we can clearly say your issue is related to the video signal chain.

Would recommend to get a suitable AD-Board from eBay/amazon which has a scaler chip doing the HDMI to DP-conversion. I'm using such boards i.e. with 13.3in eDP displays (from sub notebooks) . see an example below
