gpu_mem has nothing to do with the GPU on Pi 4 and Pi 5. It's always controlled the memory split between Linux and the firmware, gpu_mem being the firmware side. On Pi 4 and Pi 5 the firmware has very little to do once Linux has booted, so there's no reason to change gpu_mem - you'll just be stealing memory from Linux.
