[*]Has anyone already built something like this?
Yes, I have developed a CM4 carrier with Quectel LTE modem for a client who used it for controlling special vehicles.

The client needed two UARTs for motor controllers, HDMI and DSI for a display and I2C for some other devices. The board is rated for 6-24V input voltage, the switchmode regulators are rated for up to 36V.

Your requirements would mean placement of parts on both sides of the PCB, which increases costs since the boards need double the passes for applying solder paste, placing the components and soldering. That client had the space for single side placement.

This board might be not exacly what you need. Maybe we can use this design as a base for your own custom design.
