I haven't looked at dcraw for a long time.
Unicam (Pi0-4) can unpack the data to the least significant bits of a 16bit word, which would be fairly close to the Pi5 file. It can't perform the left shift though. With rpicam-still you ask for the sensor mode and add ":U" on the end for unpacked.
I wonder if you'll get a more similar behaviour between those two options.
