Yes. There are lots of crystals that fit that footprint, and they typically work with RP2040 given appropriate loading capacitors. I don't have experience yet with RP23050, but there's little reason to believe it would be different.(Is the Abracon crystal a "standard" footprint?)
But going from "typically" to "always" requires a lot of testing, and with the Abracon crystal not being especially expensive it's generally easier to just go with them for a medium volume design.
The inductor is a more complicated decision: the crystal generally either runs or it doesn't; going with a different inductor risks something that works in initial testing but fails with different software later. The LDO approach is lower risk but not equivalent if you care about power consumption. EMC is also a concern with the inductor.
