This is bad practice. Any digital input needs to have a valid logic level. There are a PFET and an NFET transistor at each input like this:

If you don't have clean logic levels then both transistory will partly turn an, and a current will flow from positive to ground. This might damage one or both transistors. A pullup resistor solved this problem. Many controllers also have internal pullups and pulldowns which you can use.
