The kernel panic goes away once I attach a HDMI monitor during boot. Attaching it later does not help.
This des not help for my attempt to do a headless setup. And the buildroot login seems to be restricted, none of the default user / passwords (neither pi / raspberry nor root / "" or default / "") works at the UART tty.
