The section "Rheostat Controller" describes what you want, although you should read the site in its entirety.
You could possibly use an AD8400, for example, the 1k version and only use half of its range. Its hard to get lower value digital potentiometers. Or you could use a larger range and get rid of the 1750 ohm fixed resistor, and limit the range in software. Or put another resistor in parallel and fix the non-linearity in software.
