At HP we used to generate ps accurate pulses in this manner for microwave test sets using ECL gates.Yes it's easier to deal with because it's repetitive, but still the edges are critical, make them longer, you'll have more uncertainty which will be amplified by PLLs.No, it's not so simple at ns level.The RC constant of the resistor and MOSFET input transistor will be constant cycle to cycle so the Schmidt trigger will trigger at exactly the same place every cycle.
