Yodeck runs as a cli application it can be accessed through a cloud console, but the functionality I need is limited I've got a test device on my desk with two monitors connected. I've found some hints at solutions that may work but I get some unexpected output. It seems that tvservice sees to screens but xrandr does not. I'm not sure what is different about them that would cause the discrepancy.

It's very clearly displaying out both ports. One shows the assigned content, but the other shows a message saying to connect it to the other port. I assume that is a function of Yodeck to force you to use the correct port, but it implies the second port is being displayed out. I know that could run a command such as xrandr --output HDMI-2 --same-as HDMI-1 , but for that to work, HDMI-2 needs to be recognized and it appears to not.
Additionally as to desktop functionality, while there is no access to the desktop, if you plug in a mouse and keyboard you can get a cursor and it does accept input.
