Isn't Linux just the same on ARM64/AMD64/RISCV64 from the users point of view. The RP1 does all the GPIO stuff so that's hidden too.
An ethernet port is still an ethernet port.

So a recompile is all that should be needed and Debian does the majority of it for you

I struggle to believe there isn't any assembly code or C code tweaked to be optimal on an ARM processor in things like the video processing or main task scheduler. And a recompile creates a different branch which will need extra support effort. Please stay with ARM RPL - it does what it says on the tin.
