usb_max_current_enable gets set automatically if the Pi has successfully negotiated 5V 5A with a PD power supply, or PSU_MAX_CURRENT has been set to 5000.

Thanks, it's good to have confirmation of that (per my original observations), I am more interested in what other effects the PSU_MAX_CURRENT has. E.g. it doesn't seem to affect clock speeds, but does seem to affect my performance. It must be doing something under the hood?
