Are you sure that your modem is "just a modem" and that it doesn't also contain a router, and possibly a switch (how many RJ45 connectors does it have?)? If it contains a router, the router might be bridged, and then you wouldn't "see" it.Maybe this is a Topic for Debian...
My Raspberry pi is connected directly to my modem, (no router). Static IP.
(Actually...*somewhere* you are connected to a router...even if that router is at your ISPs facility.)
