The situation is a bit more complicated.
The MCP3008 datasheet says:
"Input Voltage Range for CH0 or CH1 in Single-Ended Mode (VIN) Min: VSS Max: VREF"
If the chip is unpowered VREF is zero. This means NO voltage is allowed on the chip when unpowered. Most people don't read datasheets carefully and tend to forget this.
