How do you determine 'non booting' as you're headless?
Have you enable SSH when flashing the OS with RPI imager?
And have you read STICKY: Is your Pi not booting? (The Boot Problems Sticky)?
Some further suggestions:
- Plug in a suitable serial connection to the debug connector and monitor the boot process.
- Check whether your Pi is visible on your network.
- If using WiFI try that over ethernet instead.
