In the absence of any qualifier I would consider there to be an implied "generally".It depends what youre about to do with it. Its recomended at least a heatsink. If the temp gets to high the CPU will just trottle and the preformance get bad

It perhaps depends on how one reads that, how one reads between the lines, extrapolates from that. Consider -Not by Raspberry Pi themselves. See the News Blog post cited in the reply preceding yours -
"A lot" is not all, so that indicates and accepts a heatsink is needed for some day-to-day use cases to avoid throttling, and "a lot" not needing a heatsink doesn't preclude there being more day-to-day use cases where it would be needed to avoid throttling.for a lot of day-to-day use cases, it’s not going to be needed.
One can thus take that as an implied recommendation to use a heatsink if one wishes to ensure there is no throttling for all day-to-day use cases.
