I think a Pi3B+ can max out its RJ45 link, about 300Mbps, with wireguard. That is based on that 1 core on a Pi4 could do 150Mbps with about 50% load I measured in a virtual machine. That was all 64-bit, for Pi3 64-bit might not be much faster than 32-bit, but I would for sure take the 64-bit OS.
If clients do not use much bandwidth, amount of clients is fine, can be a dozen or more. It typically does not need to do a lot with storage, so SD-card is fine. wireguard is optimized for 4 cores AFAIR.
