ive noticed a similar thing with the pi4 vs pi0you should be glad your Pi is booting that fast.
when booting a card on the pi4, it basically went directly to the desktop
only when i moved the card to a pi0, did i realize it even had plymouth installed, and it was booting slow enough to see it!
