Usually we use Raspberry Pi Imager on a PC (or other) to write the OS (i.e. Raspberry Pi OS 64-bit) to a microSD card, and boot from that.
Try that.
And are you using an official power supply?
Also the monitor may be give problems...

Note: Imager 1.9.4 has some issues on Windows. Version 1.9.5 is now available, but the main web site people get it from https://www.raspberrypi.com/software/ still downloads Imager 1.9.4 (as at 18:15 BST 15th July 2025) so that needs updating.
Get the 1.9.5 version from GitHhub https://github.com/raspberrypi/rpi-imag ... tag/v1.9.5
