The USB line will be restricted, it is because it doesn't know at the PSU can supply (the official USB-C one do tell it).
You'll want to ignore it. Or if you need more on the USB lines, then put the use the needed setting.
If this isn't in the BuildHAT documents, it might need to be, or at least link to the Pi5 documents were this information is.
That is if the BuildHATs 5V conversion can delivery greater than 3A to the Pi
Aka ignore it unless you Pi starts having problems.
Maybe it doesn't have a PowerHAT+ spec made for it?
