I have this Pico Lipo running a MAX7219 8x8 + 4 LED matrix, and the Pi is booting but the LEDs are not lighting up.

I am charging the battery now, but could it be that the Battery or the Pico can’t power 32 x 8 LEDs?

It ought to work. Post a wiring diagram showing how you have connected the Pico, the LED modules, and the power supply.

I'd expect you to be able to turn on a few LEDs. If you turned on all of them then you might draw too much current and brown out the Pico.
