I had this exact same problem some 10 or 12 years ago, sitting in my room at Christ Church Guest House inside the Old City of Jerusalem. Like you, I had a Windows laptop with WiFi Internet needing to feed wired Ethernet to a Raspberry Pi. Windows Internet sharing didn't work adequately at the time.

I wound up buying an inexpensive commercial Windows program called Connectify Hotspot that worked perfectly. I seldom use it, but as it happens I tried it again a few weeks ago during some LoRa radio communications research. I disabled WiFi on my Raspberry Pi to avoid local broadband desensing of its LoRa receiver, and just connected a long Ethernet cable between the Raspberry Pi and my laptop. I downloaded and installed the latest version of Connectify Hotspot. Voila, the Raspberry Pi had access to the Internet.

My existing license worked without issue, which means I must already have (or have been silently upgraded to) the lifetime license.
