It means the absolute time since boot.
This makes absolutely sense regarding the behavior. As the time since boot is for sure greater than the given time (10000u), this will stop the transmission / receiption at once.
Not sure what 'absolute time' means here, but maybe i2c_write_timeout_us does what you expect.

I asked about "10000u"... ;)
That means 10000 (tenthousand) explictly as an unsigned number.
