The file is correct inside the image as distributed.There must be an issue with the latest image.
So far, nobody with the problem has been able to check whether the corruption happens when the image is written to the card, during the filesystem resize on the first boot, or the first time that apt/dpkg is run.
I have not seen any confirmation that using a different image is truly a fix, either. It may just be moving the corruption to different files, where it does not immediately cause an obvious error message.
