From my experience, raspi-config just edits the same network configs, so old Wi-Fi details aren’t lost.
On newer OS versions, it’s handled through systemd instead of plain wpa_supplicant.conf, but multiple networks still work fine.
I usually set priorities directly in the config and haven’t had issues switching between them.
