For the most common development work, an 8 GB or 16 GB Pi 5 with PCIe 3 NVMe is excellent. Two HDMI outputs, one for code and one for code execution, is excellent as you can see the result in a real world screen.
Outside of developing a movie in Blender and compiling a Linux distribution, there is little need for something faster in code development. Beta testing is different. You might be testing against a 6 TB database. You need full four lane PCIe 4 or better.
