There are several chips that generate negative voltage from a positive voltage (but produce low current). What negative voltage do you need to generate? What current?

I need to be able to move within the range of 0.25-0.75V (ideally a little higher too), and I can't exceed 2.5 mA. Right now, I am trying to plan out a current divider to be able to reduce the output of an ICL 7660 from 20mA down to 2mA, and then maybe a 2k pot that can be adjusted on the other side to dial in the correct voltage.
