... And, if you can access that information simply by signing-up, then it seems to me to be more about getting people to sign-up than needing to keep that information confidential.

If you have a privileged account — if you're a reseller covered by a confidentiality agreement, for example — you can access additional information that a regular user account can't see. It's not just a sign-up grab.

It is if information which doesn't need to be restricted to resellers and the like is not available without signing-up.

And it would be a very dark pattern if PIP invites you to sign-up to browse but then doesn't give you access to the browsable information because you aren't a reseller or the like.
