Media centres • Movie streaming project from browser to TV

I'm looking to set up a dedicated RPi to stream movies/shows from a browser to a TV.

Hardware needs:

• RPi (I think I have a few 4's floating around)
• HDMI cable (or I could cast, but I imagine this would introduce complexities and video/audio quality loss)

Capabilities needed:

• VPN (currently using Mullvad)
• Browser
• Remote capabilities - ideally from a phone
• Support for up to 4k video (file formats, codecs, etc.)

Does anyone have experience or advice setting up something like this (OS, VPN setup and binding, connecting to TV with minimal quality loss, etc.)? I've only ever set up basic projects like a pi-hole and retropie.
