The USB smart plug tripping -- also depends on whether it is a cheap or good unit. For cheap ones, advertised capability might be bollocks (and their output waveforms can be really sporty too). A USB charging meter (those sticks with a display of V/I/power/energy) can come in handy, to give a quick check of current draw. Measuring the Pico W board should also give sane values (*).
(*) Oh, just being paranoid, confirmation data can be useful. Was binge-watching someone repairing laptops recently (Parts-People Dell Laptop Experts on YT) and one case was solved by replacing a shorted SMD cap (a tank cap sized one). I was thinking that it might take some doing to trip a good USB power supply.
