That is a good question -- I will check with the hardware team.
My first analysis is: Q2 is not present to interfere with XTR. However there is still a 2K pull-up resistor on the camera board (R10; you can see it in the photograph just below R11 where it connects to the absent Q2). It's possible this pull-up is just strong enough to defeat your voltage divider? If that's true we had better update our documentation...
Meanwhile, three sanity checks I can think of:

- If you carefully unplug the lead from the Raspberry Pi GPIO and touch it against a GND pin, does that trigger the camera?
- Can you measure the voltage on XTR (e.g. where the two resistors meet) with the GPIO in both high and low states, when the camera is running?
- Can you try using rpicam or Picamera2 only, without the v4l2-ctl stuff?
