Troubleshooting • Raspberry PI5 Active Cooler not Working

After checking the existing topics and trying the solutions given there, my original Active Cooler still does not move under the conditions shown below
CPU Temp: 82.3°C
Fan RPM: 0 RPM
I manually added the line
dtparam=cooling_fan=on
to /boot/firmware/config.txt and checked
/sys/class/thermal/cooling_device0/cur_state which is 4

Nevertheless the cooler does not spin.
Ich checked the contacts of the plug and the fan rotates smoothely when turned manually. I do not dare to keep the PI running to avoid any damage.

The OS is openhabian 5.2.

I've no idea what more to check and appreciated any tip.
