The legacy V4L2 camera driver is there in 6.18. Ensure that you have removed/disabled "camera_auto_detect=1" in config.txt, and added "startx=1" and "gpu_mem=192" or similar to cover your use case.
I've just tested with 7.2.0-rc3 and an ov5647. Double check what "vcgencmd get_camera" reports.
Please be aware that it is very likely to have been removed in the next LTS version (likely 7.4) as upstream are dropping it.
